Frozen volatiles including h2o ice are way more reflective to S-band radio waves than lunar rocks. Radio waves even have unique attributes when mirrored off ice than off silicate rock. An analysis on the indicators returned from orbit 234 showed reflection properties suggestive of h2o ice for the permanently shadowed locations near the south pole.
